It is not merely art 311 that should not have been there, the whole Constitution is a fraud perpetuated on the citizens.  Democracy exists only in its preamble. As Mr Milap Chand Choraria has rightly pointed put it is a reproduction of the Govt of India Act of 1935- a law made by the colonial masters to provide limited local self govt to their slaves!
